The Chairman of the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) has raised serious concerns over the deteriorating security situation in South Sudan, warning that the country’s fragile peace remains at risk.
Speaking during the Ceasefire Transitional Committee (CTC) meeting held in Juba on March 23, 2026, the CTSAMVM Chairman noted that the security environment has not shown meaningful improvement, with continued instability undermining the implementation of the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
“The security situation has unfortunately not totally improved,” the Chairman told party representatives and stakeholders, emphasizing that the peace agreement remains under significant strain.
CTSAMVM reported receiving alarming allegations from Bagari Payam in Wau County, where armed groups reportedly launched an attack on a cattle camp toward the end of March. During the incident, five soldiers from the SPLM/A-IO were killed while defending the area. The monitoring body confirmed that it is actively following up on the matter.
In its latest assessment, CTSAMVM recorded 35 new allegations of ceasefire violations in March alone. Officials expressed particular concern over the increasing severity of these violations, noting a shift toward more intense and deadly confrontations.
“Recent incidents involve high-intensity clashes with a high number of fatalities, as well as the forceful seizure of territory,” the Chairman stated.
The report underscores growing fears that escalating violence and continued violations of the ceasefire could derail ongoing peace efforts if not urgently addressed.
CTSAMVM, which is mandated to monitor compliance with the peace agreement, continues to call on all parties to exercise restraint, adhere to the ceasefire, and recommit to the full implementation of the R-ARCSS.
Observers warn that without immediate intervention and accountability, the worsening security conditions could further destabilize the country and reverse the fragile gains made since the signing of the peace agreement.
