A former Member of the Pan-African Parliament, Hon. Dei Tut Weang, has issued an urgent open letter to the Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, calling for immediate intervention in what he describes as “mass atrocities and war crimes” unfolding in parts of South Sudan’s Upper Nile and Jonglei States.
In the strongly worded appeal dated February 17, Hon. Weang accuses Ugandan military forces, allegedly operating alongside units loyal to President Salva Kiir, of carrying out coordinated attacks targeting civilian populations in Nasir, Fangak, and the greater Lou Nuer region. He describes the operations as part of a “foreign-backed campaign of ethnic cleansing” and calls them a systematic attempt to destroy Nuer communities. “The people of South Sudan are being massacred, maimed, and brutalized under the sleepy gaze of President Kiir,” the letter reads, urging the AU to invoke its Article 4(h) authority, which allows intervention in cases of war crimes, genocide, or crimes against humanity.
Hon. Weang, a former representative in both the Pan-African Parliament and the Transitional National Legislative Assembly (TNLA), asserted that the 2018 Revitalized Peace Agreement has collapsed and that state institutions have disintegrated. He claims that the opposition has been “decapitated” and that the country’s leadership no longer exercises legitimate authority to protect civilians.
The letter also cites evidence of alleged aerial bombardments, chemical weapon use, and indiscriminate shelling in populated areas. Hon. Weang insists these actions constitute clear violations of international humanitarian law and African legal mechanisms, including the African Charter on Human and Peoples’ Rights and the Kampala Convention on the protection of internally displaced persons.
In his letter, the former MP calls upon the African Union to:

Condemn and sanction Uganda’s government and its military command, naming General Muhoozi Kainerugaba as a key actor;

Convene an emergency session of the AU Peace and Security Council to authorize civilian protection operations;

Refer the situation to the Hybrid Court for South Sudan or, failing that, to the UN Security Council;

Suspend Uganda from AU decision-making processes for violations of continental principles.
Hon. Weang’s appeal was also copied to top AU leaders, including the Chair of the Union, H.E. João Manuel Gonçalves Lourenço, Pan-African Parliament President Hon. Chief Fortune Charumbira, and Commissioner Bankole Adeoye, among others.
The letter ends with a direct challenge to the African Union’s moral authority: “The AU’s founding documents are not decorative, they are instruments of continental justice. The Union’s very soul is now on the line.”
As of this publication, neither the African Union Commission nor the governments of South Sudan and Uganda have issued an official response to the allegations.
