Savanna Radio has obtained an exclusive document outlining the proposed revitalization of the Tumaini Initiative in Nairobi, Kenya. Titled “Proposed Framework for the Tumaini Initiative – Towards South Sudan National Consensus Charter for Peace and Democracy”, the framework signals renewed efforts to unite South Sudanese stakeholders for lasting peace. The document’s core objective is to “facilitate a South Sudan leadership to deliver the National Consensus Charter that guarantees conditions for peace, security, and timely elections.” It builds on the original Tumaini Peace Initiative launched in May 2024 by Kenyan President William Ruto and South Sudan President Salva Kiir, which sought to integrate holdout groups into the 2018 Revitalized Peace Agreement (R-ARCSS).
The Tumaini Initiative will be convened under the leadership of H. E. Dr. William Ruto, President of the Republic of Kenya, serving as the principal facilitator in close coordination with H. E. Salva Kiir Mayardit, President of the Republic of South Sudan. The document specifies that IGAD will play an integral part in the process, ensuring regional oversight and support.
Previously stalled amid disagreements SPLM-IO withdrew in July 2024 citing risks to the R-ARCSS, and talks were declared “dead” by Juba in mid-2025, the framework proposes a fresh start. Recent pledges from Kenya in late January 2026, including support for South Sudan’s December 2026 elections, have revived momentum. The initiative aims to bridge gaps with non-signatories like SSOMA, UPA, Real-SPLM, and others through inclusive protocols on security, governance reforms, and a new constitution.
Key Framework Elements include;
- National Consensus Charter: A binding document to harmonize the R-ARCSS with holdout demands, ensuring electoral readiness without derailing the transitional process.
- Inclusivity Focus: Invites all parties, including SPLM, SPLM-IO, SSOA, and opposition alliances, to endorse ceasefire measures, address communal violence, and reform security sectors.
- Timeline Alignment: Targets consensus by mid-2026 to enable free, fair elections, countering tensions in regions like Greater Upper Nile and Equatoria.
